Prescribed Velocity overriding 'free' boundaries

I am modelling a vertical compression of a cylinder. A prescribed velocity on the top surface is being used to cause the compression at a defined rate. However when I define the prescribed velocity on the top surface it overrides the 'free' boundary function. Therefore the top surface is unable to move and compress as it needs to.
Is there a way to use a prescribed velocity on a surface without it overriding the 'free' nature of the surface?
